spy pen play a key role in Thailand's election

As many Thai press and Thai Intel have reported, in last months election, the Thai establishment planned to cheat as many votes to themselves as possible, and additionally, the establishment, planned to lay charges against the Pheu Thai Party election winners of election fraud.
The plan was simple, galvanize votes to themselves, no matter how, and also to nullify the Pheu Thai Party election winners.
In that time period, leading up to the election about a month ago, several high level meeting was called by the Pheu Thai Party, as evidence of election fraud began to pile up-with news for example, of massive numbers of voting ballot being printed above voters base and crooked civil servant, who will be handling the election process, having sided with the establishment’s Democrat Party.
At one of that high level meeting-an innovative solution, to an election gearing up to be the most crooked in recent Thai history, was made.
Literally speaking, 100s, if not 1,000s of “Spy Pen” was bought by the Pheu Thai Party.
Those pen went to the Pheu Thai Party, election watchers, where with the Red Shirts own election watchers-went along with many campaigners, both its own candidates and also of other parties. And on the day of the ballot casting, these agents with spy pen, would just be there to record everything.
With just about everything on record, getting away with cheating became very difficult.
Furthermore, with the evidence, these evidence were made available to the election unit-in its vetting to pass those that won the election as MPs. According to local news, in fact 100s who ran in the last month election-saw complaint of election cheating, bought against those who ran.
However, on the Pheu Thai Party side, there is the evidence of just about everything that went on-and even with complaint-the Pheu Thai Party would hand over their own evidence.
The reason, the Pheu Thai Party used the spy pen, instead of mobile phone camera-is because, the party wanted to record the events without those being spied on-to know that they are being watch.
The news in Thailand, is that the party has many video clips of vote buying by other parties.

Isn’t there a bit of a contradiction here? How did cheating become very difficult if the cheaters weren’t aware of the secret camera? Seem like having a deterrent weapon but not telling the enemy you’ve got it….. so where’s the deterrent?
