The Nation group is not stupid. It knows how far it can go to push the envelope to breaking point.
Beyond that is a law suit, from Yingluck.
Well, here in Thailand, every neutral observer of Thai media-knows that the Nation Group is staunchly anti-Yingluck and Pheu Thai Party, and have become a lucrative business enterprised, based on its extremely close relationship with the Democrat Party of Abhisit, when Abhisit was in power. In fact, Nation Group chief editor, Yoon, and Abhisit, often goes on vacation together.
However, in journalism, there is the question about “Ethics.”
The fact is, when Taksin was the Thai prime minister, Nation Group, did an investigative report into the allege Taksin TCX luggage scanner corruption case-and accused Taksin of pocketing away US$100s of millions. The investigative report was so impressive, the Thai Press Council, gave the Nation Group an award, based on that TCX investigative report as being the best in Thai investigative journalism.
The investigative ran in a series that lasted months, going often on the front page.
The Thai courts latter on, found no TCX corruption, and threw the case out of the court. Nation group, posted a small retraction, where the Thai Press Council Award for “Best Investigative Report” still sits at the Nation Group.
The following is a special report from the Nation Group. It is the same type of trash, from the Nation Group as the TCX scandal.

การผลักดันให้มีบัตรเครดิตเกษตรกรครั้งแรกในประเทศไทย ตามที่รัฐบาลเพื่อไทยประกาศเป็นนโยบายหาเสียงไว้นั้น ดูเหมือนจะมีความยุ่งยากตามมาเสียแล้ว หลังจากนายธีระชัย ภูวนาถนรานุบาล รัฐมนตรีว่าการกระทรวงการคลัง ในฐานะประธานกรรมการธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร (ธ.ก.ส.) ตัดสินใจให้ยุติกระบวนการสรรหาเอกชนเข้ามาทำบัตรเครดิต ทั้งที่ ธ.ก.ส.เตรียมนำเสนอผลการคัดเลือกเข้าสู่ที่ประชุมในครั้งนี้แล้ว โดยนายธีระชัยอ้างว่า จากการหารือกับน.ส.ยิ่งลักษณ์ ชินวัตร นายกรัฐมนตรี และนายกิตติรัตน์ ณ ระนอง รองนายกรัฐมนตรี และรมว.พาณิชย์ เห็นตรงกันว่า ไม่จำเป็นต้องเร่งรีบในการทำบัตรเครดิต แต่ควรทำแบบชัดเจนและมั่นคงในระยะยาว

แม้เหตุผลในการชะลอโครงการออกไปเพื่อต้องการทบทวนรูปแบบและความเหมาะสม แต่ลึกๆ แล้วมีผู้ตั้งข้อสังเกตว่า เป็นเพราะการประมูลมีปัญหาการร้องเรียน ทั้งส่วนของผู้ไม่ผ่านเกณฑ์และผู้ที่ผ่านเกณฑ์ไปร้องเรียนนายกรัฐมนตรีว่าเป็นผู้สมควรได้รับคัดเลือก เพราะมีประสบการณ์เหนือคู่แข่ง และยังเป็นผลมาจากการเจรจาต่อรองราคากับเอกชนที่ผ่านเกณฑ์ตามร่างทีโออาร์ 3 ราย เพื่อให้ปรับลดราคาลงมา แต่ทางเอกชนไม่ยินยอม จึงตัดสินใจล้มโครงการ เพื่อเริ่มต้นนับหนึ่งใหม่ตั้งแต่การเขียนร่างทีโออาร์จนคัดเลือกเอกชนเข้ามารับงาน

จึงไม่แปลกที่จะมีผู้ตั้งข้อสังเกตว่า งานนี้น่าจะมีการปรับลดคุณสมบัติลงจากเดิม ซึ่งเข้มงวด เน้นบริษัทที่มีประสบการณ์ไม่น้อยกว่า 5 ปี และต้องเป็นบริษัทที่น่าเชื่อถือ งานนี้คงต้องจับตาดูว่า บริษัทที่ได้รับคัดเลือกมาจากวิธีพิเศษ โดยการเปรียบเทียบราคาที่เสนอมาต่ำสุดนั้น จะเอื้อประโยชน์หรือล็อกสเปกไว้ให้ใครหรือไม่ เพราะโครงการนี้มีมูลค่าถึง 1,000 ล้านบาท
(Therefore, it is not unusual for observer to say the new bidding process will be made easier and thus it will have to be seen if the government purchase program will be on a special contract to give the project to the lock spec companies to benefit)
